The Executive Director of UNODC, Mr. Yury Fedotov, briefed CEB on the outcome of the 56th Session of the Commission on Narcotic Drugs (CND), held in Vienna on 11-15 March 2013. He noted that the discussion had taken place in the context of UNGA Resolution 67/193, which reaffirmed the importance of the three drug control conventions and set a framework for further discussion of drug policy. Consequently, the Commission had reviewed issues regarding the organization of the 2014 High Level Review of the implementation of the Political Declaration and the Plan of Action on Drugs, to be followed by a Special Session of the UNGA in 2016.
It was noted that in some cases, approaches were being pursued at the subnational level that differed from the positions taken nationally, and that it was important for the system to be cognizant of the debates related to this situation. The Secretary-General of ITU, Dr. Hamadoun I. Toure, also thanked Mr. Fedotov for his excellent collaboration on issues of cyber security and cybercrime. The Board noted that UN system wide efforts would be required in the lead-up to the 2014 High Level Review and the 2016 Special Session of the General Assembly.
CEB members welcomed the briefing, and took note of the work of the UN System Task Force on Transnational Organized Crime and Drug Trafficking, particularly in developing key messages on mainstreaming efforts to fight illicit drugs and crime.
