The Interagency Committee on Sustainable Development was established by the ACC following the Earth Summit (United Nations Conference on Environment and Development) held in Rio in 1992. The IACSD’s mandate is to identify major policy issues and follow-up to the Earth Summit to ensure effective co-operation and coordination of the UN system in the implementation of Agenda 21.

In 2003, the CEB endorsed the creation of the following two organizations to replace the subcommittees of the IACSD:
Oceans and Coastal Areas Network that became UN Oceans to establish an effective, transparent and regular interagency coordination mechanism on ocean and coastal issues within the United Nations system. (http://www.unoceans.org/Index.htm)
UN Water as the inter-agency mechanism for follow-up to the World Summit on Sustainable Development water related decisions and the Millennium Development Goals concerning water. (http://www.unwater.org/index.html)
The Subcommittee on Water Resources is the focal point for United Nations system-wide coordination in the area of water resources; in particular the implementation of the Mar del Plata Action Plan adopted by the United Nations Water Conference in 1977 and interrelated provisions of Chapter 18 of Agenda 21 as well as other mandates from intergovernmental bodies.
