The key role of Regional UNDG Teams (formerly known as “Regional Directors Teams”) is to provide leadership, strategic guidance and support to Resident Coordinators (RCs) and UN Country Teams (UNCTs) for the achievement of country level results.
The United Nations Development Group (UNDG) is an instrument for UN reform, created by the Secretary General in 1997, to improve the effectiveness of UN development operations at the country level. The UNDG brings together the operational agencies working on development. The Group is chaired by the Administrator of the United Nations Development Programme (UNDP) on behalf of the Secretary General.
The United Nations presents today, the first findings from an unprecedented global conversation through which people from all over the world have been invited to help Member States shape the future development agenda that will build on the Millennium Development Goals (MDGs) after their target date at the end of 2015.
RC Online is a facility under the UNDG RC Talent Management Initiative, providing information and resources for Resident Coordinators, RC pool candidates and all other interested stakeholders. The purpose of RC Online is to provide information and raise awareness on the Resident Coordinator position to better attract, retain and develop potential candidates to lead the UN system at country level
The United Nations Country Team (UNCT) exists in 136 countries, covering all of the 180 countries where there are United Nations programmes. The UNCT encompasses all the entities of the UN system that carry out operational activities for development, emergency, recovery and transition in programme countries.
The UNDG Toolkit was created for improved functioning of the UN development system at the country level. It provides a comprehensive structure to support countries in planning and implementing the change effort required to improve development impact and increase efficiency of the UN development system. It is a repository of the guidance, lessons learned and tools deriving from the experiences of the eight “Delivering as One” pilot countries, and from the experiences of UN Country Teams (UNCTs) that have pursued efforts to become more coherent.
The UNDAF is the strategic programme framework for the UNCT. It describes the collective response of the UNCT to the priorities in the national development framework - priorities that may have been influenced by the UNCT’s analytical contribution. Its high level expected results are called UNDAF outcomes. These show where the UNCT can bring its unique comparative advantages to bear in advocacy, capacity development, policy advise and programming for the achievement of MD/MDG related national priorities.
The UNDAF is the strategic programme framework that describes the collective response of the UN system to national development priorities. The General Assembly, in the 2007 Triennial Comprehensive Policy Review of operational activities for development of the United Nations system (TCPR), encourages the UN development system to intensify its collaboration at the country and regional levels towards strengthening national capacities, in support of national development priorities, through the common country assessment, when required, and the UN Development Assistance Framework (UNDAF).
The Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level.
Since the adoption of the Millennium Declaration by all member states of the United Nations in 2000, the Millennium Development Goals (MDGs)—which range from halving extreme poverty to halting the spread of HIV/AIDS and providing universal primary education, all by the target date of 2015—form a blueprint agreed to by all the world’s countries and all the world’s leading development institutions.
Effective coordination of humanitarian action in the field hinges upon good leadership. The Resident Coordinator is key to the efficacy of a coordinated humanitarian system at country level, particularly in the case of natural disasters whether or not he becomes Humanitarian Coordinator. To support the RC or HC, a well-functioning support system needs to be in place, both at the country- and global level.
