The Universal Postal Union (UPU) was established by the Berne Treaty of 1874 and became a specialised agency of the UN in 1948. Article 1 of the Vienna Constitution 1964 states that the aim of the Union is to secure the organisation and improvements of postal services, promote the development of international collaboration and undertake, as far as possible, technical assistance in postal matters requested by members  countries. To this end, the countries that have adopted the Constitution comprise a single postal territory.

The Universal Postal Congress is the four-yearly conference at which the general legislation, expect the Constitution, is revised, and members of the Council of Administration and Postal Operations Council are elected. An extraordinary congress may be held at the request of two-thirds of the members. The provisions in force are those approves by 24th Universal Postal Congress in Geneva in 2008, which came into effect on 1 January 2010.

The Council of Administration carries on the work of the Union between Congresses. Forty members are elected by the Congress on the basis of equitable geographical distribution, and may not hold office for more than two consecutive terms. The 41st member is the representative of the Congress host country, which automatically becomes the Chair. Although the 2008 Congress was hosted in Geneva, Switzerland, Kenya was given the Chair.

The Postal Operations Council is responsible for operational, commercial, technical and economic postal matters. Its 40 members are elected by the Congress on a geographical basis. The POC members elect the Chair during the Congress. The Chair for 2008-12 is Greece.

The Consultative Committee was created by the 2004 Bucharest Congress. It gives postal stakeholders other than public operators and regulators a voice in the organisation's deliberations. It consists of non-governmental organisations, delivery service providers, workers' organisations, suppliers of goods and services to the postal sector, and other organisations that have an interest in international postal services. The Chair is from the Global Envelope Alliance.

 

The International Bureau is the permanent secretariat of the Union and the UPU's headquarters. Located in Berne, Switzerland, it provides logistical and technical support for the UPU's bodies. It also serves as an office of liaison, information and consultation, and promotes technical cooperation among Union members.

The UPU has 191 members.

The UPU's 24th Congress was held from 23 July to 12 August 2008 in Geneva, Switzerland.  The 25th Congress is scheduled to be held from 24 September to 15 September 2012 in Doha, Qatar
