Given the rapidly changing international environment—particularly the spread of social movements accompanying the information revolution—the Panel of Eminent Persons on UN-Civil Society Relations called for the United Nations to become more attuned and responsive to citizens’ concerns and enlist greater public support.

The United Nations Non-Governmental Liaison Service (NGLS) was established in 1975 by several UN agencies to serve as a UN System-civil society interface. Since its creation, the UN General Assembly has recognized the value of NGLS’ work on several occasions, in 1982 and again, in 1993. NGLS promotes constructive relations between the United Nations and civil society through dynamic partnerships to foster greater coherence around cross-cutting and emerging issues on the UN’s agenda and by facilitating meaningful civil society engagement in UN processes.

The Convention on International Civil Aviation, which provided for the establishment of the International Civil Aviation Organization (ICAO), was signed in Chicago in 1944. The Organization came into existence on 4 April 1947 after 26 states had ratified the Convention. Under article 44 of the Convention, the ICAO is charged with developing the principles and techniques of international air navigation, and fostering the planning and development of international air transport to ensure the safe and orderly growth of international civil aviation throughout the world.
