It reflects decisions dating back to 1948 and contains references to discussions and agreements of other bodies which have an impact on the agreements reached and decisions made. The Finance and Budget Handbook summarizes the finance and budget related discussions and agreements reached in sessions of the HLCM, its predecessor CCAQ (Consultative Committee on Administrative Questions) and the Finance and Budget Network. It explains the chronological changes made in the different substantive areas, and sets out the rationale for such changes.
