In October 2026, the United Nations System Chief Executives Board for Coordination (CEB) endorsed the United Nations System Common Approach on Demographic Change, developed through the High-level Committee on Programmes (HLCP).
Building on the UN System Common Messages on Policy Responses to Demographic Change, the Common Approach provides a system-wide strategic framework to promote coherence in how the UN system supports Member States in navigating demographic change.
The Common Approach promotes strategic and scalable responses that are based on evidence and foresight and grounded in the principles of respect for human rights, non-discrimination, leaving no one behind, gender equality, age-sensitivity, economic and social inclusion, intergenerational solidarity and sustainability. It seeks to enable the UN system to better anticipate future demands and intergenerational dynamics related to changing demographic realities and deliver a more coordinated response.
The Common Approach establishes a strategic framework for collective action across the UN system. Its overarching objectives are structured around four strategic pillars:
- Strengthening system-wide coherence and coordination
- Enhancing UN thought leadership and system capacities
- Supporting Member States with integrated, practical advice
- Aligning with and informing intergovernmental processes at global and regional levels
The Common Approach offers an analysis of the global landscape of demographic change; provides a framework for a shared understanding of demographic opportunities and challenges at different stages of the demographic transition; identifies strategic entry points for engagement at global, regional, country and local levels; and sets out key actions to advance its implementation.
