The United Nations System Common Messages for Accelerated Implementation of the Doha Programme of Action, endorsed by CEB in October 2026, seek to identify targeted areas for action and key policy recommendations to accelerate implementation in the second half of the commitment period of the Doha Programme of Action for the LDCs (DPoA) as a contribution to the preparatory process of the March 2027 comprehensive high-level Midterm Review.
The messages, developed through the Inter-Agency Consultative Group for LDCs and presented to HLCP for approval at its 52nd session, are intended to inform UN system advocacy and outreach, and for entities to further build on in accordance with their mandates and expertise.
Organized around the six key focus areas of the DPoA, the messages are framed against today’s policy environment – which differs significantly from that of the post-COVID period when the Programme of Action was negotiated. They assert that the midterm review must move beyond stocktaking and renew the global bargain: securing time-bound, financed deliverables; strengthening mutual accountability and LDC representation; addressing overlapping vulnerabilities; and aligning international financial institutions, the UN system and partners behind tailored country-level delivery.
In adopting the messages, UN system organizations recommit to providing coherent support – from global advocacy to delivery at the country level – and to integrating DPoA priorities in strategic plans, Common Country Analyses, country programmes and United Nations Sustainable Development Cooperation Frameworks for LDCs.
For more information on how CEB and HLCP support the coordination and follow-up of the implementation of the DPoA on a system-wide basis, see LDCs.
