CEB: Increasing the effectiveness and coherence of United Nations system activities at the country level 23.02.2017

Coherence in the delivery of services by organizations of the United Nations system at the country level, particularly in the context of achieving the Millennium Development Goals, was high on the agenda of CEB during the year, and is expected to remain so in the follow-up to General Assembly resolution 59/250 on the triennial comprehensive policy review of operational activities for development, and the September 2005 High-level Plenary Meeting of the General Assembly.

CEB: Introduction 23.02.2017

Since 2001, the United Nations System Chief Executives Board for Coordination (CEB) has built its policy agenda around the themes identified in the Secretary-General’s first report on the implementation of the Millennium Declaration (A/56/326). In that report, the Secretary-General set out a broad road map for the follow-up process and proposed two topics on which the process might focus each year, leading to a comprehensive review of the implementation of the Declaration in 2005.

In the Summit Outcome, Member States reaffirmed their commitment to the global partnership for development set out in the Millennium Declaration, the Monterrey Consensus and the Johannesburg Plan of Implementation. They further stressed that each country must take primary responsibility for its own development, and that the role of national policies and development strategies is critical in the achievement of sustainable development. Such national efforts should be complemented by supportive global programmes, measures and policies.

CEB: Evaluation 23.02.2017

At its 2007 spring session, the Chief Executives Board endorsed the recommendation for an evaluation of the eight pilot projects carried out at the country level under the One United Nations initiative and gave the United Nations Evaluation Group the task of establishing the substantive parameters and process for the evaluation. In response to that request, the United Nations Evaluation Group envisaged a three-stage process, as follows:

CEB: Country-level business practice harmonization 23.02.2017

To more fully identify bottlenecks in business practices at the country level, the Chairs of the United Nations Development Group and the High-level Committee on Management commissioned a high-level joint mission during the second quarter of 2010.

CEB: Roll-out of the United Nations Development Assistance Frameworks and development of common country programme documents 23.02.2017

On behalf of CEB, the United Nations Development Group is providing dedicated support to roll-out United Nations Development Frameworks in response to General Assembly resolution 62/208, which encourages the funds, programmes and specialized agencies of the United Nations development system to intensify collaboration to achieve more effective use of their expertise, resources and actions towards strengthening national capacities, in accordance with national priorities and development plans.

HLCM: Delivering as one: supporting its second generation 15.06.2016

In his five year Action Plan, the Secretary General calls for the Launch of a second generation of "Delivering as one", which will focus on managing and monitoring for results, ensuring increased accountability and improved outcomes.

HLCM: Support to UN Country Teams 15.06.2016

The aim of the project was to provide support to UNCTs to use and integrate operations concepts into the programming process in the field. This was found necessary during the joint mission of the HLCM and UNDG to identify bottlenecks to collaboration in the area of operations in Delivering as One. A second phase to enhance implementation of this project has been approved for funding

HLCM: UNSSC Training 15.06.2016

From October 2011 to February 2012, the United Nations System Staff College held three workshops, two in Turin, Italy and one in Bangkok, Thailand, designed for senior operations staff. These workshops built on the experiences of the 2011 United Nations Development Assistance Framework (UNDAF) rollout where operations management was for the first time incorporated.

UNDG: Standard Operating Procedures for countries wishing to adopt the Delivering as One approach 15.06.2016

Following the World Summit of 2005, where the need for UN reform was given new impetus, the Secretary-General appointed the High-Level Panel on System-Wide Coherence in 2006. In the report, entitled Delivering as One, the panel presented a series of recommendations aimed (amongst other issues) at strengthening the UN’s work in partnership with host governments, the UN’s focus on results, and creating unified UN Country Teams, with the capacity to coherently address cross-cutting issues.
