Coherence in the delivery of services by organizations of the United Nations system at the country level, particularly in the context of achieving the Millennium Development Goals, was high on the agenda of CEB during the year, and is expected to remain so in the follow-up to General Assembly resolution 59/250 on the triennial comprehensive policy review of operational activities for development, and the September 2005 High-level Plenary Meeting of the General Assembly.

CEB considered that a principal determinant of the United Nations system’s image in donor as well as recipient countries was its work at the country level. The system could not, therefore, afford to be perceived as a disparate group of competing organizations. CEB members should instead strive to work as a coherent system devoted to bringing its diverse capacities to bear, in a concerted way, on the priorities defined by developing countries. How best to harness the limited resources available to United Nations organizations to maximize their impact remained a major challenge.
The CEB session in Bern, Switzerland, on 28-29 April 2008 marked the first Board meeting with the United Nations Development Group formally reporting as part of the CEB structure. The Board acknowledged with appreciation the progress that had been made in operationalizing the integration of the Group as a third pillar of the CEB framework.
At its second regular session 2008, CEB endorsed the management and accountability framework for the United Nations development and resident coordinator system, including a functional firewall for the resident coordinator system. The agreement contains a vision to guide the creation of a better-managed and more efficient United Nations development system.
On behalf of CEB, the United Nations Development Group is providing dedicated support to roll-out United Nations Development Frameworks in response to General Assembly resolution 62/208, which encourages the funds, programmes and specialized agencies of the United Nations development system to intensify collaboration to achieve more effective use of their expertise, resources and actions towards strengthening national capacities, in accordance with national priorities and development plans.

During 2010/11, the United Nations System Chief Executives Board for Coordination (CEB) intensified its efforts to align the strengths and expertise of its member organizations to respond to the mandates of Member States in a coordinated and effective manner. The adoption by the General Assembly of its resolution 64/289 has been an important directive for the United Nations system in further strengthening the coherence of its system-wide efforts, as detailed in the present report.

In response to General Assembly resolution 62/208, the United Nations Development Group continued to strengthen system-wide knowledge management to facilitate the contribution of United Nations funds, programmes and specialized agencies, including non-resident agencies, to the United Nations Development Assistance Framework and other planning frameworks and mechanisms.
In response to General Assembly resolution 62/208, in which the Assembly called for an integrated, coherent and coordinated approach to United Nations assistance at the country level, the United Nations Development Group continued to provide targeted support to country preparations of United Nations Development Assistance Frameworks. With the support of regional United Nations Development Group teams, new Frameworks were rolled out in 15 countries in 2012.
